West of the summit of the Cascade Range, EXCEPT Klamath and Hood River counties (both counties are grouped into Zone 2 / Eastern Oregon for game-bird zone purposes despite their central/west-adjacent geography). Encompasses the Northwest Permit, Southwest, and South Coast Canada goose management zones (a separate, non-aligned zone system -- see the goose zone entries below). REASONED, not verbatim-primary: cross-referenced from two independent descriptions of Oregon's Cascade-crest game-bird zone line, cross-checked for internal consistency against the verbatim-sourced Northwest Permit + Southwest + South Coast goose-zone county lists (which together total exactly 18 counties, the independently-confirmed count for 'western Oregon' under this same convention).
